I have the honour to transmit herewith copy of a

letter I have received from the American Consul-General in

Shanghai, with enclosures, which explains itself.

I have already brought the case of Capta in

Buhrmann to the attention of the authorities so for without

avail. I do not wish to be unreasonable in my representations in

these cares nor do I wish persistency to be taken as a lack of appreciation of the difficulties of the British Authorities in

such matters. However, I can only again express my opinion that

a number of the prisoners 110w in camp should be released.

I desire particularly to call the attention of

the local authorities to the destitute condition of the family

of Captain Buhrmann.
